New updated NPC Credit Transfer and Instant Credit Transfer Scheme Rulebooks version 2023 has been published today. The publication of new Rulebooks is a result of the public consultation held between November 1, 2021 and February 1, 2022. In addition, all NPC stakeholders and members were invited to submit rulebook change requests until the end of June 2021.
Over 17 comments had been received during the public consultation from various stakeholders and the NPC wishes to thank all that contributed with comments on the proposed rulebooks.
To ensure planning for all market participants to implement the changes within their organisations, the publication and effective date of the new rulebooks follows a predictable change management cycle. The NPC vision is to align closely with the EPC SEPA Credit Transfer and Instant Credit Transfer change management cycle.
NPC Credit Transfer Scheme Rulebook will enter into effect on May 1, 2023 based on the plan for the Swedish community to start using the rulebook in May 2023. This is an exception made since this will be the first time that the NPC Credit Transfer Scheme Rulebook will be used.
NPC Instant Credit Transfer Scheme Rulebook will enter into effect on November 19, 2023 which is aligned with the effective date of the EPC SEPA Instant Credit Transfer Scheme.
Please note that the actual date when transactions can be made according to the rulebooks will be dependent on when the participants and the CSM implementing the rulebooks are ready.
