Launch of Public Consultations of the change requests for 2027 NPC Payment Scheme Rulebooks and the 2026 NPC One-Leg Out Instant Credit Transfer Scheme Rulebook

Today the public consultation starts on the change requests for the 2027 NPC Credit Transfer Rulebook and the 2027 NPC Instant Credit Transfer Rulebook.
Change requests have been submitted by stakeholders, banking communities and by NPC working and support groups. These change requests are possible modifications to be introduced into the next version of the NPC rulebooks.

All NPC members and stakeholders are encouraged to provide feedback on the suggested changes until June 3, 2026, to be introduced into the next version of the NPC rulebooks. These public consultations are held to ensure that the schemes reflect the needs and evolution of the market, NPC’s members, and their customers.
The new versions of the scheme Rulebooks will enter into effect in November 2027.

At the same time, the public consultation on the NPC One-Leg Out Instant Credit Transfer Scheme Rulebook (NOLO Inst) has started. The NPC initiated the development of a new payment scheme aimed at supporting international instant payments. This scheme addresses an increasing market need for transparent, harmonised and efficient cross‑border instant payments involving SEK, DKK and NOK. The development of NOLO Inst have now reached the point where its Rulebook will be presented to the market through this public consultation. The public consultation is a transparent process, open to all stakeholders.

All NPC members and stakeholders are encouraged to provide feedback on the NOLO Inst Rulebook until June 11, 2026, on the draft to be introduced into the first version of the Rulebook. 

The first version of the NOLO Inst scheme Rulebook will be published at the same time it enters into effect in November 2026, making it immediately available for market use.
