NPC Rulebooks haves been published

In line with the NPC change management process, updated scheme rulebooks related to the NPC Credit Transfer and Instant Credit Transfer have been published.

 

·     The 2025 NPC Credit Transfer Scheme Rulebook and the 2025 NPC Instant Credit Transfer Scheme Rulebook will enter into effect on October 5, 2025, which is aligned with the effective date of the EPC SEPA Credit Transfer Scheme and EPC SEPA Instant Credit Transfer Scheme.

The NPC Credit Transfer and the Instant Credit Transfer Scheme Rulebooks

The updates to the payment schemes are a result of change requests provided in 2023, and input from the following public consultation held in 2024. The NPC Credit Transfer and Instant Credit Transfer Working Group (“NCT & NCT Inst WG”) which have given their final recommendations for all changes and comments. The NPC Stakeholder Forum has given its position and support. The final changes have now been decided by the Scheme Management Committee (“SMC”). The NCT & NCT Inst WG and the SMC consist of representatives from the NPC members. 

The NCT & NCT Inst WG analysis and recommendations, as well as the SMC decisions, regarding all changes are described in the following two documents. 

In addition, there is a document (NPC004-04 NPC High-level comparison of the EPC SEPA Payment Schemes and the NPC Payment Schemes) that summaries, on a high-level, all changes in the NPC versions compared to the EPC SEPA Credit Transfer and Instant Credit Transfer Rulebooks. 

Clarification papers associated with these Schemes will be published in the second half of December 2024.

To ensure planning for all market participants to implement the changes within their organisations, the publication and effective date of the updated rulebooks follow a predictable release management cycle. The NPC vision is to closely align with the EPC SEPA Credit Transfer and Instant Credit Transfer schemes, including the release management cycle.
