Public consultations – 2027 NPC Payment Schemes

Public consultations are now open on the change requests for the 2027 NPC Credit Transfer Rulebook and the 2027 NPC Instant Credit Transfer Rulebook between March 15 to June 3, 2026.

It is a key objective of the NPC that the NPC schemes can develop with an evolving payments market. To meet the demands of the scheme participants and stakeholders, the NPC schemes are subject to a change management process that is structured, transparent and open, governed by the rules of the management and evolution function of NPC Scheme Management. This is done according to the NPC Scheme Management Rules. All NPC members and stakeholders are therefore encouraged to provide feedback on the suggested changes to be introduced into the next versions of the NPC rulebooks.

The documents details and offer the analyses of the change requests submitted, and recommendations by the working groups on the way forward with regards to individual change requests. Proposed changes detailed in the Public Consultation documents will be taken forward if they are:

• broadly accepted by all NPC members and stakeholders
• technically and legally feasible
• approved by the Scheme Management Committee (also known as SMC and is the decision-making body in charge of the schemes’ evolution in the NPC).

All stakeholders and NPC members are welcome to participate in the public consultation by using the response templates and send it to info@npcouncil.org by June 3, 2026, at 17h00 CEST at the latest for the NPC Credit Transfer and the NPC Instant Credit Transfer Rulebooks.

The Change Management Cycle comes to an end in November 2026, in connection to the publication of updated versions of NPC Credit Transfer,  NPC Instant Credit Transfer Rulebooks, and first version of the NPC One-Leg Out Instant Credit Transfer Scheme Rulebook. The new versions of the NPC Credit Transfer and NPC Instant Credit Transfer Rulebooks will enter into effect in November 2027.
