Call for change request - Confirmation of Payee Scheme Rulebook

Template for Proposing a Change Request in an NPC Scheme

The NPC published the first version of Confirmation of Payee Scheme in February 2023 and is now initiating a call for change request to let the market send in suggestions for changes in the Scheme. The Confirmation of Payee Scheme Rulebook being a new possibility for the market, need to reflect market needs and evolutions in the technical standards developed by international standards bodies, such as the International Organisation for Standardisation (ISO). This evolution is guided through a transparent change-management process, open to all stakeholders.

The 2024 Change Management Cycle for the NPC Confirmation of Payee Schemes has now started.


Any stakeholder interested are invited to submit their change requests by using this template until end of November 2023. All change requests provided to the NPC will then be considered for the change management process cycle.

The Change Management Process is initiated by a call for change requests and all stakeholders are invited contribute with proposals to changes to the rulebooks by providing change requests. The NPC is then processing all change requests and analyses the legal and technical feasibilities.

All suggested changes to the NPC Confirmation of Payee Scheme are presented to the market in a three month long public consultation where all stakeholder can comment on all suggested changes.

In line with its commitment to transparency, the Nordic Payment Council will publish its position on each change request received during change management cycle, so that all stakeholders know why their change requests propositions were taken forward or set aside.

Any stakeholder interested can submit their change requests by using the template published on the NPC website under Change Management until November 30th, 2023. All change requests handed in to the NPC will then be considered for the version 2.0 of the Confirmation of Payee Scheme Rulebook.

The Change Management Cycle ends with updated versions of NPC CoP Scheme Rulebook published in Q3-Q4 2024 and entering into effect at the same time.
